The requirements for a contractor licence vary by state. As you may already know, there are numerous contractors performing work that should only be performed by a licensed contractor, and this is illegal. For example, in Arizona any building or remodeling project requiring the pulling of a building permit should only be done by a licensed contractor. Likewise, if the cost of the job will exceed $1000, that job should only be done by a licensed contractor.
